How to Delete Shop Scouter - Remove Shop Scouter Completely and Quickly

A pop-up toolbar appears at the upper right of my screen as i am browsing websites for shopping, i don't know what happened. Then i get more and more popups on my screen and my computer runs more and more slowly, i guess my computer is infected by some ad-delivering program. Who can give me some information about adware. 

Now lets take Shop Scouter adware for example. It is an ad-supported platform which is used to boosting ads for commercial companies so as to get profits. Although the ads by Shop Scouter are from trustworthy websites like Ebay or Amazon, but it is abnormal that the number of ads on them is a large. You will be bothered by Popups, banners, interstitials and so on. You have to detele all the ads by Shop Scouter and remove it from your computer thoroughly. Or your computer will face a serious condition.
